Book Review: “Governance, politics and the environment: A Singapore study”

“Governance, politics and the environment: A Singapore study” is a book by Prof. Francesch-Huidobro of the Univeristy of Hong Kong. The publisher is Singapore’s Institute of Southeast Asian Studies.

For those who have yet to read the book, the review by Emeritus Professor Koh Kheng Lian of the Law Faculty, National University of Singapore, may be of interest – a PDF copy is available for downloading from Nature in Singapore Vol. 1(32) HERE .

The book deals with three case studies, two of which are relevant as they deal with birds and a nature reserve.

Prof. Francesch-Huidobro writes of how the Sungei Buloh Wetland Reserve was won through the “power of persuasion” while the case of the Peirce Reservoir golf course proposal was defeated through the “power of protestation.”

To date, Sungei Buloh remains the only single success by the Nature Society (Singapore) in persuading government to set aside a nature area for public use. And Peirce Reservoir is the only success by the society in dissuading government not to destroy a mature forest, in this case for a proposed golf course.

And for the record, every other nature areas that the Conservation Committee, subsequent to Sungei Buloh, tried to lobby government to set aside for conservation, failed to see success.
